The U.S.S.R. was notorious for its omnipresent propaganda. The Bolshevik regime proved wonderfully adept at using the skills of talented graphic designers and writers to create vivid images and slogans aimed at ideologically motivating the masses to transform society. Their work permeated all aspects of life during the communist era, including art, industry, and science. The state even invested a lot of artistic endeavor into such mundane areas as health and safety at the workplace and this original poster is an excellent example of this policy.

On the other side, why is the combination of the colours red, black, and white so potent in design?

These colours are aposematic meaning used as warning colors in nature. There are several high contrast color combinations found in poisonous and venomous (and some fakers) snakes, frogs, insects and even some birds (see example in picture 5).

Animals, including humans, have a deep rooted reaction to these colors. They make you take notice. Your body can't help it. This is why these color combinations are used in advertising, roadside signs and so on.
